1958-1961. The first field work trip of Moerman in Thailand. He spent almost 3 years to collected field data about the Lue society, tradition, culture, and daily life of Tai Lue community at Ban Phaed, Payao province. 3295 records of slide, photograph, punch card, letter, notebook, typescript, and map.

Meeting for preparation to worship a stupa

| January 7, 1960. In the meeting there were village headman, sub-district heads, chief district officers and MPs. The main goal was to ask for assistance from the villagers to help making a street from the main road into the village. Then they talked about various issues such as protection against domestic cattle thieves, toilets made according to standard, parents compliance with compulsory education and sending their children to school (until 8-9 years). | Punch card

| January 7, 1960. Suwan commented that a good meeting should be organized as an order of business. It was necessary to have a clear order set for each subject matter. It seemed that the chief district officer had poor preparation for this meeting. | Punch card

Meeting at tambon Khiawchomphu

| July 29, 1960. Moerman, a chief district officer, village headman and assistant district office sailed to join a meeting in tambon Khiawchomphu. At the meeting the chief district officer asked what the people needed urgently for the following year, and helped prioritize work that could be accomplished by the villagers, such as road repairs, toilets made according to hygene standards, nutrition and so on. The chief district officer urged the villagers to take care of their domestic animals and be careful of strangers, because many animals were often lost those days. | Punch card

Meeting for primary demonstration of community development

| November 20, 1960. District staff, teachers, sub-district heads, village headman and village attended this meeting. The main topic of the meeting was regarding the role and importance of community leaders in the maintainance and development of their locality. The leaders of each community should serve as a coordination point for people with the authorities. Then, members were divided into small groups to discuss issues such as the characteristics of good local leaders, guidelines for developing agricultural and industrial communities, etc. November 21, 1960. The school principal commented to Moerman that the demonstration was useless, because people in this district lacked knowledge. Although the meeting raised different opinions and ideas, they would never be implemented. This meeting was held only because it was a direct command from the provincial authorities. | Punch card

| November 8, 1960. The government was going to send troops to help making roads due to fear of an attack from Laos. In the meeting the main topic was to raise opinions among the headmen on road construction as an emergency matter. The village headmen mobilized the villagers force to build the roads. If anyone did not cooperate, they would be in custody. | Punch card

| August 20, 1960. Over six months after the local development demonstration (see the record no. mm-1-18-208), the chief district officer called for meeting to monitor progress. The main topics were to do with toilets and water wells made according to hygiene standards, guidelines for spending money that the villages had been allocated by the government, a schedule to begin road repair and the problem of illegal logging, etc. September 22, 1960. Another meeting. The budget received from the provincial authorities would be used for repairing routes to Sopong. Roads repair and toilet construction must be finished before the end of December because high-level officials would come on an inspection. However, many village people said that they were not willing to help building roads. | Punch card
