Scope and content : September 23, 1960. The headman wrote a contract with content that addressed the gambling behaviour of the monks. If the monks found to be engaging in gambling, whether outside or inside the temple, they must be caught and would be punished by law. In addition, members of the monastery committee or anyone who persuaded the monk who gambled must pay the expense for ordination of the new monk.
