Evidence in the arrest of thieves

Scope and content : August 25, 1960. The village headman complained about the police to the Sub-district Chief because they still could not arrest the thieves who stole the pigs. In fact, the police did not have enough evidence to arrest them and they were afraid of witnesses who may change their testimony. Consequently, the police may lose face. The police would need to wait for solid evidence before arresting them.
