Scope and content : July 15, 1960. The village headman took 200 picul [a unit of weight used in some parts of Asia; approximately equal to 133 pounds – translator] of rice from his assistant, for sale in a town of the Phayao province. He agreed that when the rice was then sold, he would repay the money to the assistant headman of the village. However, after selling the rice the village headman did not pay the assistant. When the assistant asked the headman about the money, he told him he would him pay back with a cow instead of the money gained from selling the rice. The assistant was very unsatisfied. In fact, the village headman had run out of money because he often gambled and drank alcohol. In addition he had to repay some funds missing from the school. He found a solution by increasing the space for farming. However, he could not take care for the whole area.
