Scope and content : May 6, 1969. Mr. Seang Niam had hired people to paint a building and did not pay their wages. The employees lodged a complaint about him at the police station. The police had called Seang Niam to settle the conflict more than five times, and he had refused to comply. Later, after the sixth call Seang Niam came and said that he had no money to pay and the cheque paid formerly had bounced. The police gave notice to Seang Niam that if he did not pay the employees, he would have to be imprisoned. Seang Niam asked them to not complain about the bounced cheque. Later, he brought the money to pay the employees, and Bodin recorded it as evidence.
