Scope and content : June 10, 1969. Suthon provided information to Moerman about the Act for the safety of public places. However, in Chiang Mai the Act did not work and bandits were still operating without penalty. If the Act was seriously applied, the gangsters on the blacklist may not be allowed in some public places. Or they may be restricted to stay in certain locations. It might be easier to proceed with police custody or arrest them.
