Scope and content : June 18, 1969. The District Administrative Chief of Sarapee district, Captain of Police Station of Saraphi district and General Thanom came to the court in order to testify in the case of a delinquent. The suspect had not been arrested due to lack of evidence. The victim did not dare to give testimony. In the past, the law concerning delinquency was necessary in order to control domestic affairs. But after the democratic constitution, the legal procedures were required in the case of an arrest of a person charged with a delinquent act.
