At the end of the year, judges had asked all the lawyers to not file a lawsuit because the court did not want to have any outstanding lawsuits over a year, which may affect promotions. However, lawyers fought for their claims in this regard. If no lawsuits were filed, clients would not pay the wage. The judges, on the other hand, were only interested in number of lawsuits each year.
