Scope and content : December 16, 1968. Fraud in the case of the Department of Telegraph, with damages estimated as more than 10 million baht. The judge focused specifically on the details of the telegraph poles and wires. On 18 June1969 this case was still in the process because it was difficult to find evidence for the bribes that contractors paid to the defendant. From an initial investigation it was found that the telegraph poles were installed, but they were not standardized. But because of bribes from the contractors, those who were responsible approved it.
