Scope and content : March 17, 1969. Observations of Moerman at a police station. He found that 70% of all cases could not be pursued with the result of an arrest of the accused. In some cases the accused should be imprisoned for only six months, but police and prosecutors repeatedly put them in jail for up to a year.
