Name of creator(s) : Michael Moerman

Scope and content : September 15, 1960. A meeting was held at Yuan School. The topics were as follows: First, the creation of funds aimed to provide assistance to officials, village headmen and sub-district heads, who died while on duty. Second, each year the logging of timber was controlled, and there were only some specific areas where people could go to cut down trees. Third, the collection of taxes on alcohol and animals did not achieve its target, and the chief district officer asked the village headmen and sub-district heads to supervise the collection of these taxes. Fourth, any villagers who had not yet donated rice were called to make a donation immediately, so that the district authorities could issue a receipt. And if there were no objections, the authorities would sell the donated rice in order to finance the construction of the new hospital. Fifth, before the rainy season this year the chief district officer asked the villagers to help with the repair of the roads.
