Scope and content : January 6, 1960. In Chiang Kham district, there was a problem with an insufficient number of teachers. Each teacher was responsible for more than 60 students. Another problem regarded the language for teaching, teachers had to teach students in Tai Lue or the Northern dialect. The teachers also had to cover various issues to do with health care. January 16, 1960. Moerman observed Teacher's Day. On that day, there was a Buddhist ceremony and an official ceremony held by the District. July 16, 1960. The Government determined that a teacher could be responsible for 40 students.
