Scope and content : August 20, 1960. In a meeting of the Yuan sub-district council, villagers discussed flush toilets. It was not affordable to have them installed because they were costly, however the alternative, a plain toilet with a lid, caused a bad odor. Finally, the chief district officer suggested that they use the forest for excretion in the meantime.
